Yes and no. I would argue it comes down to the mandate that is given. When it comes down to leadership you can have a facilitative approach. Some would see leaders as somebody who makes the decision for the group or is part of making the decision with the group. When you do this you are still part of the content and you’re starting to cross the line of being a “pure” facilitator who is only there to lead the process.
