Why Have We Been So Slow to Respond to Disasters, including in Puerto Rico

There are no easy answers to this why question posed in the Title here. And, it seems that when you reflect on our preparedness, we were not and are not as prepared as many of us expected.

Here’s a recently posted piece that addresses these issues and suggests approaches that can improve our delivery of disaster relief. Time is ticking.
