Why does the IRC have to provide cleaners? Can’t the refugees pick up after themselves?

Thank you for reading and commenting. Refugees do pick after themselves. The IRC puts trash cans across the site and empties them regularly. But with 11,000 people crowded along the border, plus numerous food distributions and very limited washing facilities (not to mention a lot of wind and rain) — trash is inevitable. Many of the refugees take pride in their temporary homes, for some this is a coping mechanism. Families have built sunshades from tarpaulins and rope, made brooms from tree branches and even decorated with ivy.
