It is a courtesy extended to Senators, not to nominees. Warren was speaking about Sessions in his capacity as a nominee and not a Senator. If the “advice and consent” duty of the Senate is to have meaning then the debate on nominees must be robust and free, even if the nominee happens to be a Senator.
