Looks like Uber hide and do not pay surge to drivers.

I have been driving for Uber for about 2 years. I made a very interesting observation today in a morning. I open both apps, driver’s and rider’s and realize there is surge 1.5 in my area for riders and flat rate at the same time for drivers. Is that a trick, or I’m missing something?
