Racist Action v. Racial Bias

If we were to make a distinction between “racist action” and “racial bias”, could we agree that the first is a choice while the second may be more complicated?

Yes, believing racism is wrong prevents conscious and overt racist action, but it does not prevent covert racism as well. I believe that there are many who are not willing to admit there is a problem (in society or themselves) out of fear that they will be held accountable for their bias in equal measure to the actions of others.
