Yeah, this HR set up sounds awful. IT’s like the HR equivalent of malpractice. I’m going to say that for it to be this bad, either the company went out of its way to staff HR with incompetents or, more likely, it specifically hired and retained HR staff who would be on board with protecting top earners at the expense of everyone else.

Anyone who’s ever been near a mandatory sexual harassment training knows that retaliation for reporting harassment is illegal.
