Hi Brian, this is how I do remote debugging:

Open Chrome on the Computer, and got to chrome://inspect forward the ports you need to.

Open Chrome on the device, this will allow the port forwarding, Samsung Browser can use these too.

Open the Samsung Browser on the device and go to you url it should work now.

In regards to your second question WebVR as an experience is one which can vary hugely in complexity. A simple experience such as an 360 video or image can be embedded in the page and can present a VR experience upon request when available. This embedded view should also be able to be manipulated with mouse or keyboard. That way you can support non VR platforms too and the VR is a progressive enhancement.
