Destroying the power & communications of an entire country would mean the probable death of hundreds of thousands, if not millions.

Water shortages, huge problems in food production (especially for a nation that relies so heavily on mechanized agriculture), mass unrest in cities, an economic downturn that would probably mean starvation & deaths for millions of citizens, especially the poorest ones.
