Joe, I will suggest a possible “accupuncture point”.

It starts from the fact that universities are influenced to a large extent by international rankings and their ranking criteria. Universities play the game in order to achieve high rankings, crucial to most of them.

IF a NEW ranking system would be developed and deployed to rank the world’s universities according to a different set of criteria — list the criteria that are important from your point of view, that would address the problems we as humans need to solve—it follows that this new international ranking system could influence to a certain extent the global higher education system in the desired way.

I think this can be achievable.
