What is the Electronic Liability Register under GST?

The Electronic Liability Register is a ledger in which outward tax liability and its payment by way of Input Tax Credit and cash deposits are recorded. The electronic liability register is maintained in FORM GST PMT-01 for each registered person liable to pay tax, interest, penalty, late fee, or any other amount on the common portal.

How to view/download the Electronic Liability Register on the portal?

  • Go to www.gst.gov.in and log in using valid credentials.
  • Go to Services>>Ledgers>>Electronic Liability Register:
  • Click “Part-1 Return Related Liabilities”.
  • Enter From Month and To Month and click GO.

Notes:

  1. To view the liability entries for applicable quarterly return periods as shown in the Returns Dashboard; please select the last month or the applicable quarter.
  2. To view the liability entries for forms GST CMP-03, GST ITC-03, GST REG-16, and GSTR-10 please select the month in which the form has been filed.

How to read the Electronic Liability Register?

Debit amounts in the Electronic Liability Register denote Outward tax liability and RCM liability on Inward supplies as shown in GSTR 3B- Table no. 3.1.

Credit amounts in the Electronic Liability Register denote the amount of liability paid using ITC or by way of depositing cash/ using the balance in an Electronic Cash Ledger.

What is Electronic Liability Register- Part II- Other than return-related liabilities?

All liabilities accruing, other than return-related liabilities, will be recorded in this ledger. A complete description of the transaction is to be recorded accordingly. All payments made out of cash or credit ledger against the liabilities would be recorded accordingly.

Reduction or enhancement in the amount payable due to a decision of the appeal, rectification, revision, review, etc. will be reflected here. A negative balance can occur for a single Demand ID also if the appeal is allowed/partly allowed.

Overall closing balance may still be positive. Refund of pre-deposit can be claimed for a particular demand ID if the appeal is allowed even though the overall balance may still be positive subject to the adjustment of the refund against any liability by the proper officer.

The closing balance in this part shall not have any effect on the filing of the return.

Reduction in the amount of penalty would be automatic, based on payment made after show cause notice or within the time specified in the Act or the rules.

Payment made against the show cause notice or any other payment made voluntarily shall be shown in the register at the time of making payment through credit or cash ledger. Debit and credit entries will be created simultaneously.
