Similarly, UN is may not be the ideal-perfect-system, but so far, there is no system better than this !
Office of First citizen is first citizen in defending the ideals of UN, the vision “four-freedoms” & the mission “save-succeeding-generations from wars”, As the defender & acccording to UN-charter, the first citizen is the human-commander-in-chief of entire-organisation, but ideally in real-world, the gods and good-governance are real commander-in-chief however
The name “first-citizen” is partly inspired by president-of-india & president-of-india who are first citizens of their nations & are commander-in-chiefs according to their respective constitution, But since UN-charter-1945 calls UN-leader as “secretary-general” which was inspired by UN’s mother league-of-nations which had similar-leadership-title, so we don’t call UN-leaders as presidents, instead, We call them “Secretary-of-(respective-departments)” or any similar name
Traditionally, the total tenure of UN-secretary-general was 10-yrs since its founding in 1940s, so 10-yr tradition we will follow, and whoever holds first-citizen-job will officially retire from UN after 10-yrs & give that opportunity to next generation, & still can contribute for better-universe as ex-first-citizen similar to ex-president like Jimmy-charter who won nobel prize after his tenure of USA-presidency
First-citizen’s sign will be id-cards of UN-members (similar to rbi-governor’s sign in indian-paper-money), This is example of importance of this position, He is like pope, an elderly, universally-respected & competent person
First-citizens must be liked by all other citizens in universe, thus he is must be older as good-parent for all, hence we are following the election process of “President pro tempore of the Senate of United States america”, where oldest working-memeber becomes president, similarly oldest-working-member voted by majority will become first citizen, so usually he will above 60-yrs, (Myself only 33-yrs, i cannot become first citizen, but still contribute for good-governance as individual-citizen like rest of others)
