There is no goal to ever ban private savings and wealth accumulation. The point is just to snag as much as you practically can through these gradual processes. New private savings will eventually get moved over into the fund through these nickel-and-dime strategies anyhow. Inheritance tax is a good example of this. Accumulate as much as you want in your life, but when you die, much of it will move into the public fund for all to enjoy, which seems fair. And, you know, everyone dies eventually.
