Disagree at some level. JavaScript is as important as HTML. This is modern internet. If someone doesn’t have JavaScript, they should not be using the new applications that were possible because of JavaScript. Sure we can make alternative to little older version of browsers but expecting to totally abandon a tool which made those things possible is not, in my view, a good thing. We should actually probably be pushing more people to use the more modern tools and browsers to see more amazing stuff being built in future.
