I agree with you that all proposed legislation to be open for scrutiny and debate. You’re right.

Both parties aren’t as open as they should be. I remember Nancy Pelosi saying that Congress had to vote for Obamacare in order to learn what’s in it. I remember Obama promising things which simply weren’t true and couldn’t be true (e.g., keep your doctor, save $2,500/year). I didn’t like that approach at the time and don’t like it now.

My understanding is that McCain’s vote simply brings forward the opportunity for the program to be debated. I don’t see how it can be debated if the contents of the bill aren’t open for examination.
