My answer is based on two assumptions:

  1. It’s better for children to be raised by their parents instead of the state
  2. It’s better to live in a free society than an authoritarian society

Therefore, I do believe that children sometimes have to bear the consequences of their parents’ collective decisions at the voting booths. If parents continue to vote for corrupt, incompetent governments (e.g., Chicago, Baltimore, Detroit), then the children will be negatively affected.
