Most rides have a height requirement, but not a weight or age requirement. In addition, with respect to Kansas themepark regulation, there’s not much in the way of any age, height, or weight requirement. From what I’ve heard, most theme parks have such limitations not because of state requirements but requirements for them to get the park insured.

Even if that was the case, there probably wasn’t many state or local government officials capable of inspecting the ride and determining whether it would be safe or not.
