For me the buy v. build decision depends on the channel. The B2C channel will be controlled by AV operators in a full-stack offering (or at least it will look like that to the consumer) and the B2B channel will be driven by partnerships. A phrase I came across is “mobility retailer” which conveys the message nicely.
