Not quite. A framework is basically code that calls your code and often uses an MVC paradigm, while a library is code (usually class definitions) that you call and reuse. Neither React or Vue are frameworks.
This exactly. I learned the hard way that it’s impossible to control everything — micromanaging only leads to disappointment and poor expectations from both sides :-)
