The overall premise of the article — that you should not to just market where your competitors are but actually build out a strategy based on where your customers spend time — is a great lesson that every marketer or entrepreneur should consider. However, one tactic — to pay people to mention you in relevant Quora posts — seems a bit aggressive. If your customers are on Quora, you should be there too, but actually be there, not outsource the work. Quora and other online fora are great spaces to build genuine relationships with your customers that will pay dividends if you invest the time and effort yourself.
