The onus is on Apple to ‘answer’ for apps that happen to be irresponsible about power consumption?

No.

None of those apps mentioned are mission critical, so the responsibility lies with the company developing them to be better and smarter than its users who simply consume. Apple shouldn’t scale anything to suit services that can change on a whim to be better or worse. Software redesigns take months, hardware takes years.
