The authors Jean-Marie Simonet and Brian Teeman are two co-founders of Joomla that are actively involved in Joomla on a daily basis.
We have created this proposal as we believe it takes the project forward into our next 10 years. Learning from the past, the good and the bad and making changes not for the sake of change but for the benefit of the global Joomla community.
We are only proposing the structure. We are not proposing a management charter complete with all of its rules and regulations. Let us “all together” decide on a structure and then work on the fine details.
At the end of the proposal you will see a section “How does this affect me?”. We hope that this will cover all situations.
- To increase the number of people actively involved in Joomla, its future and its direction.
- To create a structure that is open, democratic and easy to understand.
- To be flexible enough to allow new teams to be created as needed and for their needs to be met and their views heard.
- To ensure that the workload and time requirements for volunteers is not excessive and that the structure is sustainable over time as volunteers come and go.
- To maintain the unique volunteer only community structure.

Create one Unified Leadership Team (ULT) consisting of elected representatives of all Working Groups /through their Leadership teams/. The project is lead by the Unified Leadership Team, composed of all the leaders of the /WorkGroups/Leadership Teams as defined in the schema above.
OSM is not the leadership of the project and sits to the side not on top. OSM returns to its original role of being the minimum required by law, is tasked with carrying out the instructions of the ULT and to act if needed as a conflict resolution authority.
The board of OSM is elected by the “members”. For the purpose of membership everyone in the ULT at the time of the election is a “member”. Anyone can stand to be elected. This can include people from outside the Joomla community. As a “member” of OSM you have no right to attend meetings, etc., as there is no need due to OSM’s reduced role.
Initially for a transition period of X months (to be decided) the ULT will be made up of all current CLT, PLT & OSM.
The first task of the ULT is to define the Leadership Teams and assign all existing Working Groups to a Leadership Team.
A transition period of X months (to be decided) will be required to enable the changed structure to be established and the differing groups to elect their representatives
The CLT in its current form will be dissolved. The tasks of the CLT will be distributed to the new Leadership Teams.
The PLT in its current form will still exist. Some of the tasks of the PLT may be distributed to some of the new Leadership Teams.
OSM in its current form will be dissolved. The tasks of OSM will be distributed to the new Leadership Teams.
How does this affect me?
Existing member of OSM, CLT, PLT
In the immediate short term you will be transferred to the ULT and will be tasked with leading one of the groups (you probably already are) and will prepare that group to elect their own leader after X months. If you are not the elected representative of that group then your role on the ULT will end. You will be responsible for producing monthly reports of your team to be published publically (even just a paragraph). In addition you will be able to see regular monthly reports from every team so that you can see what they are doing and why. As a member of the ULT you will be able to vote for the Board of OSM.
Existing member of a Joomla WorkGroup
You will now be able to elect a representative from your team to the ULT through your Leaders. In addition you will be able to see regular monthly reports from every team so that you can see what they are doing and why.
Existing volunteer that is not a formal member of a team
You will now find it much easier to see what teams exist (via the volunteer portal) and volunteer to join one of those teams or apply to create new teams. In addition you will be able to see regular monthly reports from every team so that you can see what they are doing and why.
New to Joomla and looking to be an active volunteer
The volunteer portal will make it easy for you to get an overview of all the active areas of the Joomla project. You will be able to join existing teams and apply to create new teams. In addition you will be able to see regular monthly reports from every team so that you can see what they are doing and why.
