I respectfully disagree. Bitcoin transactions are already censorable under the existing rules, no need to change them. All that is required to censor transactions from a specific user, is that the majority (by hash power) of mining pools decide not to include any transactions from this user in their blocks, and also not to build on top of the minority's blocks that do include the censored transactions. This can happen even without any collusion/coordination between the pools, they can be simply coerced to do so by governments.
