First off, AESA is not the only phased array technology. PESA is much simpler and entirely adequate to form narrow beams. Secondly, VHF AESA are very different from X-band fighter radar, mainly because of the large size of individual T/R modules. High-resolution systems of this type have already been developed, namely the Nebo SVU. And your last point is strangely irrelevant, 3D VHF radars are way too large to use on aircraft, their only practical use is in ground-to-air.
