PeerJ is an actual journal with peer review. It’s impossible to find a journal with “good peer review” since all journals use the same pool of overworked and unqualified scientists, although prestigious journals may have better luck at getting “big names” to review papers. Also, peer review doesn’t make the paper, the authors do, and the quality of the paper is determined by the authors not the reviewers.
