I disagree with the idea that the Constitution never proscribes a type of speech from the government. A perfect example is the Establishment Clause. “Congress shall make no law respecting an establishment of religion” is an extremely strongly worded prohibition. “In God We Trust” goes far beyond respect. Even if our coins said “God Is Kinda Neat” I would call that unconstitutional.
