In the past I would try to cobble together the last couple measuring cups or whatever with maybe some dish towels that are the same color as all the kitchen tools someone already bought. My default these days is a handmade ring dish from an Etsy artist which matches their style (the one I’m giving this weekend is purple, their wedding color), along with a gift card to the store where they registered, so they can scoop up the forgotten things they really hoped someone would buy, but didn’t. This way I have something that is thoughtful and a surprise to them, but also functional and small, and it blurs a little bit the amount that I spent on them. I worry a lot about handing someone a gift that is exactly $X.
