Collision resistance of the hash functions are important because if 2 people generate the same address (a collision) then either could spend the money sent to that address.

What I think is meant here, is that if two private/public key pairs exist, of which the public keys generate a collision, then either of the private keys is sufficient to spend the money.

The wording now gives the wrong impression that knowledge of the public key (or just any number of which it is not even known a corresponding private key exist) would be sufficient to spend the money.
