This reminded me of the Encyclopedia Galactica excerpts that begin each chapter of Asimov’s Foundation. The way he used it was a really neat trick of exposition, telling the reader just enough to be able to jump into the narrative part way along. And it had the effect of conveying a deeply layered and historical universe / setting.

It could be a fun exercise if you gave the ‘writer’ of the excerpt a hint of personality, e.g. the occasional glimpse of galactic snark or snobbishness.
