Numerically, this is correct. The unemployment rate peaked at 10.0 percent in October 2009. As of January 2016, it was at 4.9 percent. Certainly the Obama administration played a role and can take some credit, but presidents are not all-powerful in job creation, so claims of credit should be taken with a grain of salt.
