I agree that traditional leadership is hierarchical and that concept doesn’t fit exactly here as these things are usually highly collaborative.
It’s important to me to highlight the people who do lead these systems change projects though. They can be identified because they are ultimately accountable or responsible for the projects success. While lots of people shape the direction/strategy etc of an initiative, it take leadership to be responsible for holding the overall intention, the operations, the overall strategy, the budget and that deserves recognition and support.
