Also, consider that radiation may consist of fast moving photons but the field itself is slow moving. We have a theory (article coming soon) that explains the gravitational force in terms of c. A new simple equation will be unveiled that supersedes Newton's equation. The theory predicts that dark matter is mostly composed of electric photons. Even neutral particles radiate electric photons. The opposite polarities cancel each other which makes the photons undetectable by normal means. But they still generate gravity.
