What if a pick-off throw was considered a “ball”? That way it’s not completely open-season if the pitcher fails one attempt, but there’s still a stiffer and stiffer penalty for each additional pick-off attempt? Plus if the pitcher gets the batter in a hole like 0–2, he’s kind of earned the flexibility to threaten more pickoffs on the runner. Finally, it’s kind of poetic to me… the pitcher is throwing the ball, it’s clearly not in the strike zone!
