Thanks for sharing William Graves — in the case you mention, any ISP can indeed alter your location, and if you use a proxy service you can do it yourself too (I use NordVPN). But remember, at the end of the day, the only way to get greater accuracy is through HTML5 which prompts the user. The accuracy will also be higher when using cell phone data (not Wifi) because a live cell phone is in continual relay with surrounding cell phone towers to ensure the strongest signal. If this is done using the location of three antennas, you end up with a very precise position.

For marketing purposes, restricting to a very narrow geographic area (such as a zip code) might indeed lead to some awkward results (for or against you!)
