So what is a possible solution?
I see that corruption like this can take root with small individuals manipulating the small piece of the system they control. Thus, it can build up over time.
However, we cannot reduce the size of the Justice system because, well, people in general can’t make firm decisions without a solid hierarchy that is self-regulating. That is evident even in basic psychology.
So, the structure of the system isn’t what is wrong then, but maybe we can change the system of punishment.
I am no expert on this kind of theory, nor its practice, but it seems to me to be rather arbitrarily decided who receives what kind of punishment. The old ideal of having punishments suit the crime is certainly not present, and judges seem, at least to me, to be able to assign whatever punishment, or lack thereof, that they want without any repercussion.
This seems to be a particularly suspicious weakpoint in the system to me. Laws to make punishment more “fair” isn’t really an option. Laws are easily manipulated. Perhaps those who make decisions about punishments should be held accountable by some mechanism. Should it be one more community based? Held from below? Hmm..
