To me the Flow framework works great in the concept face when looking at where in the user journey a feature might help you to improve the product. To measure effectiveness it also sparks the right discussion on what metric to use; For instance, if a feature is supposed to reduce frustration with new users you might want to look at metrics such as Day 7 retention and bounce rate. Features targeted at more experienced users would then look at different metrics for success measurement.
