“Neoconservative” was coined to refer to sections of the liberal establishment with hawkish foreign policy tendencies (later it was self-applied by conservatives who used it to distinguish themselves as generally more socially liberal than traditional conservatives). It is not an exhaustive term for all hawks.

I do think you’re right that the escalation with Russia is crazy and driven by hawkish elements that neoconservativism is rightly associated with. That’s not to say we should be naive in our dealings with Russia. But, yes, de-escalation should be a priority.
