I’m a little puzzled by how lower gas prices would matter for long-term infrastructure projects, or how such projects would affect surpluses beyond what has already been projected at inception. I had assumed that once an infrastructure project is commitment is made, the liabilities are offset with gas forward/futures contracts to ensure it can be funded w/o being affected by the daily/quarterly price movements. Is that not how it works?
