That is a pretty harsh comment. The author (Kate) is not expecting the entire housing market to adjust to her desires, as you say — she is pointing out a problem that can be solved. Discourse is a step towards a solution.
Secondly, it is not always easy to move to some random town somewhere in America — there might be a single tech firm in the entire town. What happens when you lose your job? Uproot your life again? What happens if the next firm you work for in the next town you move to goes bankrupt as half of tech companies go bankrupt — move again?
There is a lot of sense in trying to live in an area with many jobs. There is also a clear playbook to solving housing issues — high density housing and public transportation.
