I brought this up with Barclays after they sponsored a chain of workshops I ran in London. The short answer was no.

There’s a bigger issue at play here, which is that banks focus on debt funding, which is risk-managed through collateral. Equity funding is higher risk and managed in a totally different way. While banks have money, they’re not the type of institution that’s relevant to fund startups. When they try to fund stratups, their way of working turns it into small SME loans that discourage risk-taking.

The closest counter-example to this I can think of are some Middle Eastern banks which underwrote loans for other banks. Might be worth some research…
