Google Rolls out New Version of Penguin – They are calling it 3.0 update
Google Penguin was last released on Oct. 4, 2013 & affected just 1% queries. So this new update is likely to impact majorly. Google has confirmed it to SEL that penguin is updated last Friday and John Mueller has indicated that it’s still in process.
Although 2014 witnessed two significant Panda updates (4.0 & 4.1) but webmasters yet expected a noticeable Penguin update since Penguin 2.0 release. The websites that were hit last year by penguin penalty and have worked on removing spammy links afterwards can expect a positive change.

Google did not offer enough information so the initial reports only suggested of expecting major rise & falls. According to latest information as shared by Pierre Far through his G+ profile, the update is rolled out worldwide and actual results will be seen in few weeks. It is still in process and till now 1% of US English queries have been affected. Viewing the mention by Pierre Far, we can say that it’s just a refresh that indicates no new signals have been added to algorithm.
