Sorry about the delay here — somehow it fell through the cracks. So, to answer your question, you will need to code this into the application layer itself as it’s not desirable to manipulate the consensus layer directly to add DPOS.
If I get some time, I might add DPOS as an optional feature which can be turned on.
Care to elaborate? I believe blockchain, by design, aims for decentralization. Anything that happens on a blockchain is a function of the whole network, thereby making it decentralized.
