Lightning networks do not solve scalability issue properly.

Lightning networks solve the scalability problem of 1 user making N transactions, not of N users making 1 transaction.

Users will not want to keep their funds off-chain. That means many users making few transactions will continue to clog the network, as it does now, and the “Lightning Network” will not used at all.

Also, now that 10% of hashing power actively refuses SegWit, it looks like a hard-fork is a certainty in Bitcoins future.
