Chain begins with the system. People placed in a system start to behave according to its design.

To change behavior — infrastructure change is required. Without proper infrastructure, increasing number of cyclists on the streets will only lead to an increased frustration of everyone and more accidents.

Also, no one except for ourselves is responsible for our own actions, so I don’t agree that drivers are at fault for cyclists behavior.
