Google totally got what they wanted. They were trying to force internet providers to improve their networks and lower price. That has happened.
You said yourself that broadband adoption has plateaued and the margins are tight. If that’s true, the only think that will force existing providers to improve their networks is competition. Google provided the competition, and now they have a faster network to display their ads on. Faster speed= More pages visited = more revenue.
