It’s not only shaped by racist policy. Beneath that veneer it is shaped by economic policy made real by the rentier, ownership class. Removing people from neighborhoods so that bankers and and developers can profit from the land carry a priority over the lives of people, as it always does in a world where regulations are deemed a constraint, human needs are dismissed since the supposed job-creators can syphon off more wealth, and corporate, short-term, profit-driven values take precedence over the needs of the many. Too often, race has been used to carry out this agenda, so that the poo — and as always particular groups like Blacks and Hispanics — are easy prey and needed focal points to raise support from poor whites who do not see how they are used for other purposes. I am not saying racism is not the problem, but what I am saying is that if we scratch beneath the surface, below we always find that someone is making the almighty dollar off of its usefulness.
