I have been in the same boat. It’s freakishly amazing how many people who have been to college are unable to follow the simple instructions laid out in a job ad. Most submissions are dropped just from that. 
Heck I have, at past organizations, become “the resume guy”. At one company they did internal hiring of the sort you still had to send a resume to the other department you wanted to get hired into and I was getting hit up a lot for help.

That free resume-writing class the military gave me on the way out was one of the best things to ever happen to me.
