After thorough research, the Harmony team concludes that OmniLedger is the most scalable inclusive protocol. This is described in detail in the IEEE Symposium on Security and Privacy documents. OmniLedger is tested with 1,800 hosts (25 committees, each consisting of 72 nodes) and yields 13,000 TPS.
