I think that it would help if you made it clear that you’re talking about advertising agencies. An agency is simply an entity that carries out some action on behalf of another (the principal).

In the UK, by far the most common sort of agency is an ‘estate agency’, which I think you’d call a realtor in the USA. Employment and recruitment agencies are also very common.
