Well, no. There were certainly racist polices that helped create the inner city conditions and barrier s to home ownership and integrated neighborhoods. However, these policies came primarily from Democrat led city and local government, which controls nearly all policies that would influence where people live, local zoning, loan approval in a given locality, permit issuance, etc. These onerous practices developed primarily in northern cites, as the south already largely segregated. It wasn’t until Federal Civil rights legislation that these practices became illegal or out of favor. Progressives need only look at the Democrat party policies in these cities for the source of these problems.
